Biographical Note / Administrative History

Administrative History

The Office of Planning and Program was created in 1965. Prior to this there had been an assistant general secretary for program and a general director of planning as members of the General Secretariat. The Office of Planning and Program directed the work of the Department of Research and the Department of Long Range Planning.

The Office of Planning and Program was to "support the General Secretary in his executive responsibility and so to enable the Council to assess the current situation, look ahead to the basic needs and opportunities of the future, prepare broad plans and programs to meet them, coordinate the conduct of overall program, and evaluate its effectiveness." The goals of the Office are delineated in the following:

Provide leadership for comprehensive planning and research in the Council.
Develop a comprehensive information management system in support of the above planning and research program.
Provide technical assistance and coordination for Council and church activities in support of their respective planning and research programs.
Develop and advance opportunities for effective involvement in and liaison with private planning and research agencies and institutions.
Promote continuous review and evaluation of planning activities and set forth recommendations for updating all plans and programs.

In 1973 the Office of Planning and Program became the Office of Research, Evaluation, and Planning.

Recognizing the need for direction and coordination in program, the NCC in 1955 appointed Leila Anderson assistant general secretary for program. She remained in this post until 1962 when she was replaced by Cynthia C. Wedel. Wedel served until 1965, when the Office of Planning and Program was created. Rufus Cornelsen became the first associate general secretary for planning and program in 1966. He held this position until 1968. In 1970 Neiland J. Douglas, Jr. became associate general secretary.

The associate general secretary is "responsible for developing and recommending and, upon approval, for maintaining the program planning and coordination, long range planning, research and evaluation system and functions of the Council." He "facilitates a creative approach to program determination in response to the demanding needs of our time."

In October 1961 Robert C. Dodds was appointed General Director of Planning of the NCC. Dodds served in this capacity until 1965, when the Department of Long Range Planning was created. The Department provided "a forum for discussion of how the churches may achieve their basic purpose in the light of foreseeable changes in the next twenty-five years."

Harold C. Letts was executive director of the Department from 1966 to 1970, when the Department was discontinued. The Department of Research "is the central agency for the research needs of the program units of the Council and of the NCC as a whole. It also serves member communions of the Council and councils of churches."

The Department "undertakes or contracts for research projects." In addition it provides the following services:

A research library and reference service.
A collection of church statistics in various categories.
Recommendations for collecting data and analytic methods of program evaluation.
Liaison between the churches and the social sciences through the Religious Research Association and the Society for the Scientific Study of Religion.

The Department also published Information Service twice monthly and the Yearbook of American Churches annually.

From 1951 to 1955 the Department was called the Central Department of Research and Survey. From 1956 to 1964 it was the Bureau of Research and Survey, and in 1965 it became the Department of Research within the Office of Planning and Program. In 1971 the Department lost its departmental status.

F. Ernest Johnson was executive director of the Department from 1951 to 1952. From 1953 to 1954 the executive director was David W. Barry. Lauris B. Whitman was executive director from 1955 to 1967. Earl D.C. Brewer was executive director from 1968 to 1969. In 1969 Douglas W. Johnson became director of Research Services. From 1971 to 1972 he was called the director of Research and Information Services.

The papers of the Office of Planning and Program, 1943-1973, detail the history, organization, and activities of the Office and its departments.

The papers date primarily from 1950 to 1970. The papers are organized in three series according to the departments which existed in the organizational structure of the Office of Planning and Program. In each series the papers are arranged alphabetically by subject category. Items within the subject files are arranged chronologically by year, month, and day. Partially dated documents are placed at the end of the month or year; undated items are placed after all dated material. Enclosures are placed after their letter of transmittal. Newspaper clippings, unless enclosed with correspondence, are placed at the end of subject files.

The Associate General Secretary, 1951- 1971, Series I files are the combined papers of Leila Anderson, Cynthia C. Wedel, and Neiland J. Douglas, Jr. There are also the papers of Russell Stevenson and Charles Forman, chairman and executive secretary of the 1953 Program Emphasis.

The files are arranged alphabetically by subject or name of organization. Items within the files are arranged chronologically by year, month, and day; undated documents are placed after all dated material.

The files consist of incoming and outgoing correspondence, memoranda, minutes, agenda, reports, policy statements, press releases, financial statements, budgets, pamphlets, and leaflets.

The files concern a wide variety of subjects including the Black Manifesto, censorship, civil defense, ecumenical education, juvenile delinquency, migrants, the population explosion, and the World Council of Churches. A number of the files contain correspondence, minutes, press releases, and printed matter relating to the 1953 Program Emphasis. During the Program Emphasis the activities of the NCC centered around the theme, "Christ Calls to Mission and Unity—What Must the Churches Do?"

The Department of Long Range Planning, 1956-1971, Series II files date primarily from 1960 to 1969, The files represent the combined papers of Robert C. Dodds and Harold C. Letts, as well as material of J. Quinter Miller.

The files are arranged alphabetically by subject, name of organization, or geographic location. Items within the files are arranged chronologically by year, month, and day; undated documents are placed after all dated material.

The files consist of incoming and outgoing correspondence, memoranda, minutes, agenda, reports, speeches, press releases, programs, pamphlets, leaflets, and newspaper clippings. The majority of the files are organized under the two headings of "Denominations" and "States." These files concern the Department's relations with various denominations and state and local councils of churches. The files detail planning assistance provided to these groups by the Department, particularly in the area of cooperative planning consultations.

The Department of Research, 1943-1973, Series III files date primarily from 1950 to 1969. They are principally the papers of Lauris B. Whitman. There are also papers of David W. Barry, Earl D.C. Brewer, and Douglas W. Johnson. Under the heading of "Field Research" may be found the papers of Glen W. Trimble who was director of Field Research (1957-1963) and later director of Research Interpretation (1964-1969).

The files are arranged alphabetically by subject, name of organization, or name of individual. Items within the files are arranged chronologically by year, month, and day; undated documents are placed after all dated material.

The files consist of incoming and outgoing correspondence, memoranda, minutes, agenda, reports, constitutions, speeches, surveys, questionnaires, press releases, newsletters, budgets, financial statements, membership lists, mailing lists, reprints, maps, bibliographies, pamphlets, leaflets, and newspaper clippings.

The files detail the Department's relationships with organizations such as the Religious Education Association, the Society for the Scientific Study of Religion, the United Presbyterian Church, USA, the United Methodist Church, the World Council of Churches, and the Association of the Statisticians of American Religious Bodies.

The majority of the files are found under the heading of "PROJECTS." These projects or studies conducted by the Department concern a wide range of subjects including aging, American Indians, broadcast training, clergy compensation, desegregation, urban churches, leisure time, migrants, religious education, immigration, social welfare, television, Spanish Americans, and Appalachia.

Processing Information

The archives of the National Council of the Churches of Christ in the United States of America were processed in 1980-1984 through two grants awarded to the Presbyterian Historical Society by the National Endowment for the Humanities. Work under the first grant was performed by Dr. Alan Thomson and under the second grant by Donald L. Haggerty.

The archives of the National Council of the Churches of Christ in the United States of America have been dated from 1950 to 1972; however, there is material dating from before and after this time period. Documents from the predecessor organizations date from as early as 1839. There is also a small amount of material found in the files from as late as 1975. The year 1972 was selected as a cutoff date for the archives because of the major reorganization which the NCC underwent at this time. The archives are arranged in the following record groups:
